David FooAssistant Chief Executive (Operations and Ops-Tech)/Chief Data Officer, Maritime and Port Authority of Singapore

Mr David Foo joined the Maritime and Port Authority of Singapore in July 2017 as Director (Port Systems) and was appointed as the Assistant Chief Executive for Operations Technology in January 2021 and concurrently appointed as the Assistant Chief Executive for Operations in June 2024. 

As ACE(Ops-Tech), he leads, manages, and directs the functions of the Operations Transformation and Planning, Digital and Cybersecurity, and Maritime Systems and Technology Divisions as well as the Statistics and Data Systems Department and Systems Architecture Office. 

As ACE(Operations), he oversees all maritime and port operations under MPA’s purview, and is accountable for the functions of the Engineering and Project Management, Hydrographic, and Marine Services Divisions. 

Prior to joining MPA, he served in the Republic of Singapore Navy for more than 27 years and held various senior staff and command appointments, including in the submarine squadron. 

In 2008, he graduated with a Master in Public Administration from the Lee Kuan Yew School of Public Policy in Singapore. In 1995, he was a Trident Scholar and graduated with a Bachelor of Science (Distinction) in Systems Engineering from the United States Naval Academy in Annapolis, Maryland.
