  • Body text:

The Health Sciences Authority (HSA) announced three major initiatives at the Health Regulatory Conference 2026 on 12 October, aimed at shortening approval timelines and facilitating patient access to healthcare innovations. These measures strengthen Singapore’s position as a trusted regulatory platform in Asia-Pacific.

First initiative: in partnership with the UK Medicines and Healthcare products Regulatory Agency (MHRA), HSA established a regulatory innovation pathway offering innovators a coordinated engagement route with both regulators. This pathway targets breakthrough therapies, notably those integrating AI in drug development and clinical trials.

Second initiative: a common entry point for clinical research and regulatory engagement, coordinated with Enterprise Singapore, the Economic Development Board (EDB) and Singapore Clinical Research Institute (SCRI), will launch in early 2027. For selected lower-risk Phase 3 trials, approval timelines could fall from 30 to 15 days, accelerating the path to market.

Third initiative: from November 2026, the ACE-HSA (Accelerated Clinical Evaluation - Health Sciences Authority) Priority Track allows selected health products to undergo regulatory evaluation and health technology assessment in parallel. The first health technology assessment decision could arrive six to nine months after regulatory approval, down from about one year previously. Both processes remain independent, and safety and efficacy standards are unchanged.

HSA remains the first national regulator to achieve the highest WHO maturity level for medical devices (ML4) and is working toward WHO Listed Authority status for vaccines.
