Freelancing As a Foreigner In Singapore

Singapore’s dynamic work environment attracts many expatriates and their families. For individuals holding a Dependant’s Pass (DP) or a Long-Term Visit Pass (LTVP), understanding the rules around freelancing is essential, especially if you’re working with overseas clients or looking to expand into the local market.

What is a DP or LTVP?

The Dependant’s Pass (DP) and the Long-Term Visit Pass (LTVP) are stay passes issued by Singapore’s Ministry of Manpower (MOM). These passes allow the spouse or family members of Employment Pass (EP) or other work passes holders to reside in Singapore.

While DP or LTVP passes enable to stay in Singapore, they do not grant the right to work unless additional approvals are obtained.

Can I operate a business from Singapore for foreign-based clients without a local entity?

Yes, if you are a DP or LTVP holder, working from your place to provide services to foreign-based clients, and as long as your activities do not involve working with/prospecting clients based in Singapore or is a regulated activity requiring a business entity registration under the Accounting and Corporate Regulatory Authority (ACRA), you can work with your DP/LTVP only and use your overseas-registered entity to bill your services.

This setup is particularly appealing for individuals looking to maintain their overseas business when following their partners in Singapore.

What if I want to develop my clients’ portfolio in Singapore?

If your goal is to expand your business and work with clients based in Singapore, you must:

  1. Set up a legal business entity with ACRA.
  2. Obtain the appropriate work pass: to be allowed to work under this newly registered entity.

This ensures compliance with Singapore’s employment and immigration laws.
