Signing of a Master Agreement between CNRS-HTX-CNRS@CREATE

On 17 November 2025, Home Team Science & Technology Agency of Singapore (HTX), the French Centre for Scientific Research (CNRS) and CNRS@CREATE (CNRS subsidiary in Singapore) signed a Master Agreement in CNRS HQ in Paris.

 

A Five-year tripartite agreement to tackle public safety challenges

This Master Agreement was signed between Mr Chan Tsan, Chief Executive HTX; Mr Mehdi Gmar, Deputy CEO for Innovation of CNRS; and Prof Dominique Baillargeat, CEO of CNRS@CREATE, in presence of Ms Foo Teow Lee, Ambassador of the Republic of Singapore to the French Republic; and Prof Alain Mermet, Director for Europe and International of CNRS.

This five-year tripartite Master Agreement strengthens preexisting links between HTX and CNRS@CREATE through collaboration on Science & Technology projects that tackle public safety challenges relevant to both parties, such as Transformative technologies for environmental and operational intelligence, AI-Robotics, Human Factors & Simulation, Quantum Technologies, Forensics, Cybersecurity.

 

Alignment with the Comprehensive Strategic Partnership between France and Singapore

This Agreement builds on the first Research Collaboration Agreement signed earlier this year, in February 2025, between HTX and CNRS@CREATE on enhancing Advanced Urban Modelling and Simulation Tools for Singapore ; followed by a Letter of Intent signed in May 2025 between CNRS and HTX deepening their cooperation on foundational and translation research collaboration and talent exchanges for public safety applications.

During President Macron’s visit to Singapore in May 2025, France and Singapore upgraded their relationship to a Comprehensive Strategic Partnership (CSP). This five-year tripartite Master Agreement aligns with the enhanced areas of collaboration: defence, security, energy and AI.

 

Deploying high-impact solutions in Singapore and France
