Past Event | FEDESAP Delegation in Singapore: Exploring the Future of Home Care and Ageing

The Team France Export of the French Chamber of Commerce in Singapore (FCCS) was pleased to welcome a delegation from FEDESAP, the leading French federation representing home care and personal services providers, for a learning expedition from 23 to 27 March 2026.
Bringing together around 25 senior executives, including CEOs, directors, and network leaders, this study tour aimed to provide a comprehensive understanding of Singapore’s healthcare and eldercare ecosystem, with a strong focus on ageing-in-place strategies, community care models, and innovation.
The programme began with an introductory seminar hosted at FCCS, offering key insights into Singapore’s healthcare system and eldercare landscape. Participants had the opportunity to hear from:
- Carine Lespayandel (FCCS) – Introduction to Singapore
- Prof. David Matchar (Duke-NUS Medical School) – Structure and governance of the healthcare system
- Koon Cho Teo (Active Global) – Geriatric care and home care models
- Olivia Leong (Caregiving Welfare Association) – Caregiver challenges and community-based support
This session set the tone for the week by highlighting the strong integration between healthcare, social services, and innovation in Singapore.
Throughout the week, the delegation engaged in a series of site visits and presentations, meeting with key stakeholders across the eldercare ecosystem, including:
- Moral Home for the Aged Sick
- Red Crowns Senior Living
- Sree Narayana Mission
- SASCO Senior Citizens’ Home
- Lotus Eldercare – BUZUD – Will & Well
- Singapore Community Hospital
- NTUC Health
- Agency for Integrated Care (AIC)
- Perennial Holdings
These exchanges allowed participants to gain concrete, on-the-ground insights into how care is delivered, coordinated, and continuously innovated in Singapore.
Key takeaways from the delegation:
- A strong national focus on ageing-in-place and community care
- Highly integrated care pathways between institutions and home-based services
- Increasing use of technology and innovation in eldercare
- Close collaboration between public and private stakeholders
The delegation particularly valued the opportunity to engage directly with local practitioners and decision-makers, gaining practical insights and inspiration for the evolution of the sector in France.
