Santa Fe Relocation- Immigration update: Singapore | COVID-19 vaccination requirements for new and renewal pass applications

From 1 October 2022, pass holders including dependents (including helpers) are required to fulfil the revised COVID-19 new vaccination requirements before they may apply for a new pass and/or renewal of their passes.

Who will be affected?

All pass holders of all pass types applicable in Singapore.

Background

Previously, the Ministry of Manpower (MOM) had announced that as of 1 February 2022, new work pass applicants are required to be fully vaccinated against COVID-19 before they may complete their work pass application formalities as part of their work pass approval conditions.

Impact

The revised COVID-19 vaccination requirements will take effect from 1 October 2022, kindly refer to the below table for more information:

Applying for a pass

All pass holders aged 13 years old and above will need to be fully vaccinated before an application for new/renewal of existing passes may be taken forward. In addition, pass holders must have their booster dose administered within 270 days from their last primary dose, in order to maintain their vaccination status.

For pass holders who were vaccinated overseas, they will need to verify their vaccination records via a serology test or obtain a Digitally-Verifiable vaccination certificate (DVC) at a local clinic.

Exemption from COVID-19 vaccinations

Pass holders who are certified to be medically ineligible for COVID-19 vaccination will be exempted from this requirement. They will need to undergo a medical review with a Singapore-registered practitioner within 30 days upon their arrival (different pass categories may have varied timelines, employers are reminded to check on the respective requirements).

As of 28 August 2022, employers are no longer required to submit exemption request(s) for their employees who are not full-vaccinated.
