The COVID-19 outbreak has brought about significant disruption and uncertainty to businesses and economies globally. 

In these difficult times, the tendency for businesses is to focus almost exclusively on immediate concerns. 

However, as much as the COVID-19 pandemic continues to create uncertainty, fear and genuine concern for many businesses, it has become imperative for companies to review the changes in the mobility and regulatory landscapes, and identify potential impact that may influence their strategy. 

In this session, the EY People Advisory Services team in Singapore, will outline and discuss key mobility challenges during the current COVID-19 situation and provide a snapshot of personal tax implications, potential permanent establishment (PE) exposures as well as immigration restrictions in Singapore and regionally.

It is important for employers to be aware of how these restrictions and conditions may impact their business operations, and to execute action plans with regard to the affected employees.

About the speakers

Panneer Selvam, Partner, People Advisory Services, EY

Panneer has close to 20 years of experience in expatriate tax compliance and advisory services, business immigration and international assignment management.

He currently has regional responsibility as the Partner overseeing the delivery of integrated immigration and tax services to a wide variety of clients across the region. Panneer started his career with Arthur Andersen under the Human Capital practice where he honed his expertise in expatriate tax compliance and advisory, tax equalization support and assisted corporate clients in conducting compensation reporting reviews.

He holds a Master of Human Resources awarded by Curtin University of Technology. He is a fellow of Association of Chartered Certified Accountants of Singapore (ACCA), Chartered Accountant of the Institute of Singapore Chartered Accountants (ISCA) and Accredited Tax Advisor, Income Tax, of the Singapore Institute of Accredited Tax Professionals (SIATP).

Panneer is also EY Singapore Corporate Social Responsibility Chairman.

Lily Cheang, Director, Singapore Immigration Lead, People Advisory Services, EY

Lily has more than 20 years of experience in business immigration and international assignment management. She is currently leading the Global Immigration team in Singapore, providing both compliance and advisory services to large and medium sized corporate as well as individual clients. Prior to this, Lily spent 7 years with the Ernst & Young U.S. Tax group in Singapore as a qualified Enrolled Agent (EA) with the Internal Revenue Service.  She specialised in expatriate tax, tax equalization and assisted clients in conducting compensation report reviews.  

Lily has built strong relationships with the Ministry of Manpower involving regular discussions with them on policies and approaches, providing opinion on both administrative and process improvements. She also represents clients in discussions of immigration positions. She has extensive experience handling multinational clients from various industries.

Lily graduated from Curtin University of Technology (Bentley) in Australia with a Bachelor of Commerce (Accounting and Finance). She is a Member of the Institute of Singapore Chartered Accountants.

Sandesh Kumar, Director, Mobility Tax, People Advisory Services, EY

Sandesh has over 24 years of experience in working on India and Singapore tax matters. He provides advice to his clients on employer and employee tax reporting and compliance requirements, tax cost estimates, immigration and  social security requirements, tax-effective compensation structuring, long-term incentive schemes (both equity-based and cash-based) and litigation matters.

He also assists clients on cross-border employee tax issues on secondments, short-term assignment and business travelers, including tax planning and employment structuring. He undertakes due diligence reviews on employer-related compliance matters during mergers and acquisitions, health check reviews on employer-related tax and social security reporting and payment requirements and assist with the remediation measures.

As an account manager, Sandesh manages engagement teams on a continuous basis handling both the tax compliance and advisory work for his clients. He also co-ordinates with various country teams across the world on global projects related to employment taxation, including equity programs. He is also a regular speaker at various seminars and workshops.

Sandesh holds a Bachelor’s degree in Commerce from Osmania University. He is also a Chartered Accountant and a non-practicing member of the Institute of Chartered Accountants in India.

Su Ling Agnew, Associate Director, International Tax and Transaction Services, EY

Su Ling has over 10 years of experience providing Singapore and international corporate tax advice.

She was based with EY in New York for three years on the Singapore Tax Desk, working closely with US-headquartered groups on various tax restructuring projects, transactions and deals covering Singapore and the broader Asia-Pacific region. Su Ling has served small and medium enterprises, multi-national corporations, listed companies, and statutory bodies across a diverse range of industries, including e-commerce, pharmaceutical, real estate and hospitality, shipping, oil and gas, retail, manufacturing, trading, and telecommunications.

Her experience includes advice on holding and financing structures, legal entity rationalization, mergers and acquisitions, migration of intellectual property, tax residency issues, permanent establishment exposure, and other cross-border issues.

She is also skilled in the management of large-scale projects involving numerous jurisdictions. Her largest project to-date included the management and coordination of input from 50 jurisdictions.

Su Ling has a Bachelor of Accounting and Finance (Hons) degree from the University of Bristol, UK, and is also an Accredited Tax Advisor (Income Tax) with the Singapore Institute of Accredited Tax Professionals.
